Advisor for Monitoring & Evaluation (m/f/d)
- Unlimited contract / full time (39 hours/week) -
Your tasks:
Technical support to projects
- Provide M&E technical advice throughout the project management cycle to the project teams of prioritized projects in the context of development cooperation and humanitarian action
- Providing M&E technical support to high priority Plan International Country Offices, supporting programme design (results/ logical frameworks, indicators etc.), implementation of M&E frameworks and plans, assessments and evaluations, feasibility studies, workshops, etc.
- Advise on the development of robust and consistent monitoring frameworks, in close collaboration with technical advisors
- Mentor and support program specialists involved in the design of priority projects.
- Conceptualization, tendering, awarding and technical support of evaluations for high priority projects, including organizing and participating in feedback loops with all relevant stakeholders
- Quality assurance of project and evaluation reports
- Develop written guidance and/ or provide orientation on M&E standards to be used by program specialists and country offices in the design and implementation of projects.
- Support the integration of evidence-based program models into new and ongoing ones
- Conduct monitoring visits to priority projects to support in key stages of the project cycle.
Portfolio development
- Support technical specialists and other actors across Plan International's offices to test and evaluate priority approaches and methodologies ("programme models")
- Support the development and implementation of research initiatives related to priority program models and other topics identified as strategically important as per the Plan Germany research Agenda, in collaboration with the technical specialists.
- Support the technical specialists to analyse the strengths, weaknesses, gaps and opportunities of the current Plan Germany program portfolio, together with the thematic Communities of Practice
- Representation and external engagement in relevant internal and external networks and working groups
- Ensure that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International's Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Your profile:
- Successfully completed an advanced university degree (Master or equivalent) in social sciences or another field relevant to monitoring and evaluation
- At least 3 years of relevant professional experience in the field of monitoring and evaluation, in international cooperation (development cooperation and/or humanitarian aid)
- Experience in the establishment or development of monitoring and evaluation systems for a global organization
- Sound working experience in the preparation of monitoring frameworks with indicators and data collection tools
- Theoretical and practical knowledge of quantitative and qualitative data collection methods (experience with participatory data collection methods is a great advantage)
- Experience in the development and adaptation of data collection instruments
- Experience in tendering, contracting and monitoring and/or independent implementation of evaluation projects of complex projects/programmes
- Experience in an advisory role, or remote support role specific to M&E
- Thematic expertise in at least one of Plan International Germany's five priority areas of programme work (youth employment and entrepreneurship; sexual and reproductive health and rights, child protection, food security, youth participation) and/or gender-based/human rights-based approaches is an advantage
- Willingness to independently familiarise yourself with the above-mentioned topics
- Knowledge in data management (design, entry, cleaning, analysis) and data protection
- Very good knowledge of Microsoft Office applications as well as M&E relevant qualitative and quantitative software applications
- Experience in working with culturally and linguistically diverse stakeholders
- Written and spoken fluency in English
- Advanced knowledge of French is a significant advantage. Other language skills (esp. Spanish) are an advantage
- Diligent and detail-oriented way of working, both independently and as part of a team
- Ability to communicate to and with various target groups/stakeholders
- Previous work experience in Plan International's project regions is an advantage
- Ability and willingness to occasionally travel abroad and/or locally
- All applicants must have a pre-existing right to work in Germany
